That most likely — but I also assume the lack of a cap, or any other protection for the writing tip. A pen is expected to have its end wrapped into some sort of shield, to avoid leaking and staining the environment.

Probably the most famous tapered art pencil is the rOtring Art Pencil 2.00mm leadholder, but the Dixon El-Dorado 162 makes it for another notable example. As for thin-lead tapered specimens, both Tombow and Uchida made spectacular design icons while producing variations on that theme…
