Looks like a mutilated Tikky with matte metallic finish. If it had a threaded rear in the orange plastic plug, I could have avanced the hypothesis of a compass insert, but I do not see any threads, so… headless (or legless, depends on the perspective) torso of a MP.

It has a look of a tikky.
But mechanism, nib shape and even possibility to be open like this is not tikky.
I am not convinced it is rotring at all.
Unfortunatly found mutalated like this.
