One of them had an extra cone-shaped rubber piece which was preventing lead advance. It doesn’t look like it fits that pencil, or perhaps it was just bumped out of its proper position

I call them rubber regulators, but there’s probably an actual industry term for these things.

Rubber Lead Retainer is the term Pentel of America used in the breakdown shown in their 1982 catalog.

Lead retainer. Or Lead dispenser ring.

Without it, most mechanical pencils won’t function properly. Lead will slip out when the clutch is released to advance forward. This little retainer holds onto the lead passively.
