Using reverse image search, I found this listing on a Turkish site. Using Google Translate to English, the description does not appear to say who did the paint work. But it does give some info on on the painting technique saying that no two pieces are the same and each is unique.
Technique: Manual application over layered silver coating paint — each pen is a unique piece, not replicated.[1]
Their FAQ page says to contact them via email or Instagram for detailed information about a specific product. There is an email submission form at the bottom of the page.

I got it from there. I just wanted to know which atelier made them. It may sound weird but I can reach the owner of the website on telegram but I didn’t wanted to ask because he will ask “If I liked the purchase” and I will tell “I did not (coating paint removed the velvety feeling of S20)”. So if I ask him, it will sound like I’m trying to find a way to complain about purchase.
