No clue on those but ebay suggested this to me for some reason when I looked at the other auction:

Levenger licensed rOtring designs for a while and for a while those new old stocks were the cheapest way to get hold of a ‘rotring’. I never went for those coz I didn’t like the name emblazoned on the body.
